Under the general direction of the Information Technology Supervisor, the incumbent will provide technical support to the Department involving database driven web technology. The incumbent will develop e-government interactive web sites. This position will serve as a technical lead analyst to develop a wide variety of web applications for the Department of Justice (DOJ). The position performs programming analysis, design, and evaluation of the most complex data processing problems or systems. The incumbent will assist management in project portfolio planning through consultation, leadership, and technical expertise related to activities required to ensure proper development, implementation, and maintenance of DOJ’s web development projects. On many projects, the incumbent will be expected to act as the Project Manager and utilize project management methodologies to help ensure successful completion of projects. The incumbent is expected to mentor and train journey level staff and act at the highest professional level providing support to customers such as divisional programs, management, and executive level staff.  The incumbent will work closely with the Information Technology Specialist IIs on web configurations, containerization, and docker solutions.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.

This position is eligible for telework up to 5 days a week and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience with ADA compliance and WCAG 2.2, Level AA.
• Experience creating accessible websites and content.
• Experience with responsive web design principles and practices and frameworks such as Bootstrap.
• Experience with HTML and CSS.
• Experience with REST APIs.
• Experience with web programming languages such as PHP, ASP.NET, Java, and JavaScript.
• Experience or knowledge of Relational Database Management Systems including MySQL, MariaDB, and Postgres. Experience or knowledge of Drupal or other related Content Management Systems.
• Experience working on websites with high availability.
• Experience working with Git, SVN, or similar version control systems.
• Experience working with Jira, Confluence, or other similar documentation tools.
• Knowledge and understanding of Linux servers and containerization software such as Docker or Kubernetes.
• Excellent communication skills both verbal and written.

Statement of Qualifications

The Statement of Qualifications (SOQ) is required for this position. The SOQ is a narrative discussion of the candidate's education, training, experience, and skills as it relates to the desirable qualifications and duties for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. The SOQ should explain in detail why the candidate believes his or her knowledge, skills, and abilities could apply towards this position. Your response should be typed in Arial 12 point font and no more than two pages in length. Resumes or cover letters will not be considered a substitute for the SOQ. 1. Please describe your knowledge and experience developing websites and content that meet or exceed WCAG 2.2 (Web Content  Accessibility Guidelines), Level AA or higher.

2. Please describe your knowledge and experience developing websites using Content Management Systems (CMS) frameworks or other web frameworks.
